Topic description

Expected Impact: Regions of Ukraine are equipped with knowledge, best practices and skills for active participation in the EU accession process and cohesion policy planning and implementation following internal coordination at interregional level thematically. Decision makers of Ukrainian regions possess necessary skills to advance their regional development strategies, proactively participate in the national level policy making and programming and international cooperation in the domain of regional and urban development. Sustainability of the project results to be ensured through the knowledge transfer by means of making the learning materials available online for the next generation of regional public officials in charge of the EU integration in close coordination with the Ministry for development of regions and territories of UA. Expected Outcome: Awareness concerning the EU cohesion policy is increased in Ukraine at subnational level and the knowledge exchange and transfer between authorities is ensured through networking and availability of online education tools. Objective: General objective: To enhance the capacity of regional decision makers in charge of the EU integration, their respective units and associations of subnational authorities involved into interregional coordination to take a pro-active role in the accession process of Ukraine and the implementation of the EU cohesion policy upon the country joining the EU. Specific objectives: To provide the deputy Heads of oblast administrations in charge of the EU integration and their subordinates, as well as the associations of subnational authorities involved into interregional coordination with practical knowledge of the current state of play, thematic priorities, rules and principles of the EU cohesion policy, best practices of implementation, EU decision making and roles of the EU regions in it. To stimulate peer-to-peer learning and experience exchange through the joint activities for the regional decision making in the context of the EU accession. Scope: The eligible themes related to the objectives of this call are those defined in the cohesion policy regulatory framework, namely the policy objectives listed in Article 5 CPR and the Interreg specific objectives in Article 14 Interreg Regulation . The scope of thematic priorities to be covered by the proposed training are further defined by the EU acquis on decision making, Chapter 22 of the accession negotiations.
