Description
Article 22 of Regulation (EU) 2021/2282 (the ‘HTAR’) provides for the preparation of reports on emerging health technologies that are expected to have a major impact on patients, public health or healthcare systems. The preparation of those reports shall be based on existing scientific reports or initiatives on emerging health technologies, as well as on information from relevant sources, including those listed in Article 22, paragraph 2. Those reports shall, in particular, address the estimated clinical impact and the potential organisational and financial consequences of Emerging Health Technologies (EHT) for national healthcare systems. A public version of the reports in accordance with Article 30(3)(m) of the HTA Regulation including anonymised, aggregated, non-confidential information should also be produced. The preparation of these reports is entrusted by the Member States Coordination Group on HTA (HTACG) to its EHT Subgroup (EHT SG). Only appointed representatives of the EHT SG may access and process relevant confidential data in accordance with the applicable legal framework (HTAR and Implementing Regulations). As a result, only appointed representatives of the EHT SG may participate and express interest in this negotiated procedure. This call for tender seeks to procure services under which the successful tenderer, as contractor, will be primarily responsible for the preparation and finalisation of the EHT reports for the coming three-year period, in close consultation and coordination with, and on behalf of, the EHT SG.
