The services will involve the provision of technical assistance, advice and analysis to the National Planning Commission (NPC) to: a. Support capacity development and institutional building within the National Planning Commission and identified Offices, Ministries and Agencies (OMAs) in the context of the efficient, effective and responsive implementation of the Namibia Multi-Annual Indicative Programme 2021-2027 (MIP) and ongoing 11th EDF programmes. b. Increase policy, political and sectoral dialogue capacities, specifically among OMAs and stakeholders covered by the MIP priority areas (including: Education, Inclusive Green Growth, Good Governance, Gender Equality, Government and Civil Society) leading to policy reforms and engagement with government and other stakeholders, the operationalisation of public policy priorities and sensitisation on related MIP policies and laws.
