Description
The JRC is involved in the activity of vehicle market surveillance as required by EU Regulation 2018/858, In-Service Conformity testing following Regulation 2028/1832 (and amendments) plus forward looking research activities on vehicle behaviours. To this purpose, the JRC needs to hire vehicles selected on the basis of defined criteria (e.g. risk assessment criteria or substantiated complaints, performance characteristics, advanced features, etc.) that will be subjected to tests to verify the compliance of the vehicles with the applicable environmental performance, safety related requirements or performance features. The tests are in general those prescribed for the type approval of the vehicle and are typically carried out either in dedicated laboratories or, on the road and safety test tracks. The tests are meant to reproduce typical driving conditions so that the vehicles are not abused. To ensure that the procurement procedure is aligned with current market conditions, market operators are invited to participate in a survey available at the link below https://ec.europa.eu/eusurvey/runner/Rental. Please note that responding to this survey is not a prerequisite for submitting an offer should a call be launched. The current option for the contracting authority, as indicated in point 3.1.8, is to establish a framework contract without reopening competition. However, subject to the outcome of the market survey, the contracting authority may opt for a framework contract with reopening of competition.
