The aim of the contract is the signature of a framework contract in order to carry out works with maintenance services in the field of centralised technical management for European Parliament buildings in Brussels.The contractor shall install, program and provide maintenance for a new technical building management system (TBMS) at the European Parliament site in Brussels.Candidates will apply in their capacities as a:— manufacturer,— installer,— maintenance provider.Entities of the candidate with these capacities are hereinafter referred to as 'the manufacturing entity', 'the installing entity' and 'the maintenance entity'.The European Parliament's maintenance services in Brussels want a contractor who is the sole contact and fits the following profile:— is a manufacturer in the field of control and technical building management.The manufacturing capacities are internal and cannot be subcontracted,— is an expert, by way of its products and services, in applications such as heating, ventilation, air conditioning, electricity distribution and lighting,— is able to take responsibility for carrying out the works assignments and maintenance summarised above:• by coordinating with other third parties, internal services or European Parliament contractors who are responsible for maintaining or fitting technical installations related to control and TBM;• by advising the European Parliament's building maintenance services in order to comply with and meet the contractual objectives.It is required to ensure, for the duration of the contract:— the reverse compatibility of all terminal control equipment that has already been installed when new equipment is commissioned,— the homogeneity and uniqueness of the technical building management system, integrating several CTM subsystems and based on BACNet.The contract covers all buildings occupied by the European Parliament in Brussels and is divided into 2 lots. Candidates may tender either for one of the 2 lots (lot 1, lot 2) or for both lots (lot 1 and lot 2).During the course of the contract, the European Parliament reserves the right to withdraw or to add site buildings to either of the 2 lots.
