Description
This call for tender aims to monitor the performance of films recently supported under the MEDIA scheme Films on the Move – their availability, media presence and consumption. The requested service consists of two main deliverables: 1) provide online access to the required data in a reader-friendly way (summary by group of titles and/or by individual title), by customizing the database that the service provider owns 2) draft an analytical report based on the quantitative data, including a qualitative analysis on the differences in performance between the titles supported by Films on the Move and non-supported films and releases. The subject of analysis is Creative Europe: MEDIA call Films on the Move, where distributors benefit from grants to run a larger-than-usual promotion campaign, coordinated across all participating territories to reap benefits of scale, for certain non-national European titles. The purpose of Films on the Move is to increase the audiences to European non-national films thanks to the high quality of the films but also intensive promotion. DG CNECT, which is in charge of the Creative Europe MEDIA Programme, wants to assess the effects of Films on the Move by analysing the data on consumption of the films supported. Regarding the (1) customization of the database, the database should include the following categories for analysis: - The data should be provided for 4 categories of films: o The titles which received Films on the Move support (around 45 – their choice will be agreed between CNECT and contractor at the start of the contract) o The market average for all films released in cinemas in MEDIA countries in the given time frame o The average result of a non-nationally-released film (majority co-) produced in one of countries participating in Creative Europe: MEDIA o The average result of a group of selected 10-20 films which are comparable to the titles supported by Films on the Move (similar number of appearances in festivals, nominations and awards). The 10-20 comparable films will be chosen together by the Contractor and DG CNECT at the start of the contract. - The performance data on the 4 categories of the films above should be provided preferably broken down for 4 types of geographic regions: o The country where it was (majority co-) produced o in each country where its distribution is supported by the grant o in the rest of the MEDIA-participating countries o in the rest of the world (all non-MEDIA participating countries where data is available) – with data also singled out for all available countries, especially US and UK. - The data should be provided for the following 3 exploitation windows: o Cinemas tickets sold in cinemas in general (and in Europa Cinemas in particular) number of screenings (and in Europa Cinemas in particular) whenever possible, length of regular cinema run (and in Europa Cinemas in particular) o TVOD including online services of broadcasters Number of platforms where the title is available, split by local and international platforms Whenever possible, length of availability on TVOD platforms, split by local and international platforms Wherever possible, number of TVOD purchases, split by local and international platforms o SVOD including online services of broadcasters Number of platforms where the title is available, split by local and international platforms Whenever possible, Length of availability on SVOD platforms, split by local and international platforms Wherever applicable/possible, number of views, split by local and international platforms - Additionally, other indicators of performance are welcome. These might be in particular indicators of the film’s popularity and quality assessment (ratings), but other indicators are possible.
